Mark Johnston 1bdc41d252 Refine symtab sorting in libproc.
Add some rules to more closely match what illumos does when an address
resolves to multiple symbols:
- prefer non-local symbols
- prefer symbols with fewer leading underscores and no leading '$'

Add some regression tests to verify these rules.
